Washington, D.C. \u2013 <\/span>Justice For All<\/span><\/a>\u2019s <\/span>Save Uyghur<\/span><\/a> Campaign has submitted a formal memorandum to the U.S. Department of State, with a copy to the Congressional-Executive Commission on China, urging a full investigation into how former Chinese official Xuan Guojun was able to enter and reside in the United States despite existing <\/span>sanctions<\/span><\/a> targeting perpetrators of the Uyghur genocide.<\/span><\/p>\n

Xuan, who <\/span>held senior positions<\/span><\/a> in both the Urumqi Municipal People\u2019s Congress and the Xinjiang Uyghur Autonomous Region (XUAR) People\u2019s Congress between 1997 and 2012, played a legislative role in passing and enforcing repressive laws that underpin China\u2019s ongoing genocide against Uyghurs and other Turkic peoples. These measures included forced sterilizations, coerced abortions, mass surveillance, and the criminalization of Uyghur cultural and religious expression.<\/span><\/p>\n

Despite this record<\/span><\/a>, Xuan was recently <\/span>arrested<\/span><\/a> in Arcadia, California, alongside his wife, after their two-month-old infant was hospitalized with a severe head injury. Law enforcement discovered 21 children in their care, prompting an FBI investigation into allegations of abuse, <\/span>surrogacy-related misconduct<\/span><\/a>, and possible child trafficking or organ harvesting. The couple\u2019s business, Mark Surrogacy Investments LLC, is also under federal scrutiny.<\/span><\/p>\n

\u201cAllowing an individual complicit in the Uyghur genocide to live freely in the United States, while under sanctions frameworks like the <\/span>Uyghur Human Rights Policy Act<\/span><\/a>, the <\/span>Global Magnitsky Act<\/span><\/a>, and <\/span>Section 7031(c)<\/span><\/a>,\u00a0 is a dangerous failure of our immigration and national security systems,\u201d said <\/span>Imam Abdul Malik Mujahid, President of Justice For All<\/b>. \u201cThe United States must not become a safe haven for those who commit mass atrocities abroad and exploit vulnerable people here at home.\u201d<\/span><\/p>\n

Xuan also holds leadership positions in multiple U.S.-based organizations tied to the Chinese Communist Party\u2019s <\/span>United Front Work Department<\/span><\/a>, raising further concerns about<\/span> CCP influence<\/span><\/a> operations and <\/span>monitoring<\/span><\/a> of diaspora communities on American soil.<\/span><\/p>\n

\u201cThis is not just a case about one man,\u201d said <\/span>Arslan Hidayat, Save Uyghur Team Lead<\/b>. \u201cIt\u2019s about ensuring that U.S. laws meant to hold war criminals and genocidaires accountable are actually enforced. If someone like Xuan can slip through the cracks, it signals to other perpetrators that America\u2019s doors are still open to them.\u201d<\/span><\/p>\n

The memorandum asks the Department of State to work with the Department of Homeland Security, FBI, and other agencies to:<\/span><\/p>\n
