Justice For All’s Save Uyghur Campaign Applauds House Passage of the Stop Forced Organ Harvesting Act of 2025

Justice For All’s Save Uyghur Campaign welcomes the House’s overwhelming 406–1 vote to pass the Stop Forced Organ Harvesting Act of 2025 (H.R. 1503). Led by Reps. Chris Smith (R-N.J.) and William Keating (D-Mass.), this bill targets forced organ harvesting and human trafficking in China, imposing sanctions, visa bans, and heavy penalties on those responsible.

The law would freeze assets, deny U.S. transaction access, revoke visas, and levy civil fines up to $250,000. Criminal penalties include up to $1 million in fines and 20 years in prison for willful offenders. It also requires the President to report those involved in funding or facilitating these abuses within 180 days and mandates country assessments on forced organ harvesting and trafficking.

If made into law, under the Stop Forced Organ Harvesting Act, any American healthcare worker who knowingly participates in forced organ harvesting or trafficking also faces severe penalties, including fines and imprisonment under U.S. federal law. This involvement would not only violate the Hippocratic Oath and international medical ethics but also expose them to criminal prosecution and civil penalties.

As part of the coalition to End Transplant Abuse, Justice For All has been instrumental in educating the American medical community and Congress on this issue since the start of the Uyghur Genocide. We commend our previous Save Uyghur team leads on their work on exposing this vile practice. Justice For All also commends Dr Maya Mitalipova, the Director of the Human Stem Cell Laboratory at the Whitehead Institute for Biomedical Research at MIT, for her advocacy.

Forced organ harvesting is a crime against humanity and cannot be tolerated or ignored. China’s practice of using Uyghur organs and advertising them as Halal organs to the Muslim world is heinous. We commend Representatives Smith and Keating for their leadership and call on the Senate to act swiftly to pass this vital bill and ensure it becomes law.”

“This legislation represents hope for countless victims of the Chinese government’s brutal abuses, including the Uyghur community, who have suffered immensely under forced organ harvesting and trafficking. Justice demands action, and we urge the Senate to follow the House’s lead without delay.”

The Stop Forced Organ Harvesting Act previously passed the House in 2023 with overwhelming support but stalled in the Senate. Justice For All’s Save Uyghur Campaign calls on U.S. Senators to prioritize this bill, ensuring its enactment and reinforcing the United States’ commitment to human rights and justice for all.
